Out-of-State Electronic Fee
What is the Out-of-State Electronic Fee:
The Out-of-State Electronic Fee is a reduced tuition rate designed to make SFA's distance education programs more competitive nation-wide. The rate is available for students who are enrolled in web-based programs at SFA and who are also classified as non-resident and living out-of-state.
Who May Utilize the Out-of-State Electronic Fee:
Colleges and departments offering Web-based programs that enroll non-Texas residents living out-of-state may utilize the Out-of-State Electronic Fee.
How is the Out-of-State Electronic Fee calculated:
Resident tuition* + $120 per credit hour + DE Fee of $25 per credit hour + regular fees + course fees

How is the Out-of-State Electronic Fee implemented:
In order for students to receive the reduced tuition rate, departments must follow a multi-step process that involves several areas of the University. All steps below must be done prior to the census date for the semester (4th class day in summer terms; 12th class day in fall or spring). The process is as follows:
- The academic department: a) identifies students in their Web-based program who are non-resident and living out-of-state while taking the distance education course and b) notifies Stacy Gee by email the name and ID# of these students. This needs to be done as quickly as possible in order to get the proper residency code added so that the bill will reflect the correct amount.
- For every course in which the students are enrolled, the department must create a special section with a 580-589 (online) or 680-689 (hybrid) section number and place students in that section. **Note: There should be a hold on every 580-589 (online) or 680-689 (hybrid) section so students at large cannot register for a 580-589 (online) or 680-689 (hybrid) section without being permitted by the department. These special sections will be cross-listed with the other sections of the Web-based course.
- The department provides a list of the cross-listed courses and sections to Sherry Wells, Registrar. Sherry needs the list to ensure that the 580-589 (online) or 680-689 (hybrid) sections are not marked "under enrolled." Again, cross-listings and all other student moves and adjustments must be submitted and completed prior to the census date for the semester (4th class day in summer terms; 12th class day in fall or spring).
- Stacy Gee checks the residency status of these students, and, if she is satisfied they meet the criteria of non-residents who are living out-of-state, she will place a "B" in the residency code. The "B", coupled with their placement in a 580-589 (online) or 680-689 (hybrid) section, will allow the system to correctly calculate the Out-of-state Electronic Fee (resident tuition + $120 per credit hour + DE Fee of $25 per credit hour + regular fees + course fees) for these students. - Students are billed according to the Out-of-State Electronic Fee rate.
- Melane McCuller manually adds to each 500-579 (online) or 600-679 (hybrid) section the students enrolled in the corresponding 580-589 (online) or 680-689 (hybrid) section. Please note that the student information system will not allow us to technically cross list sections of the same course, and that is why the students have to be moved manually.
- Notify program directors within your departments and colleges of this process well in advance of course registration so they may be aware of the discounted rate for non-resident students living out of state.
