Recommended Process for Web-based course Development

In order to promote high standards of quality in distance education at SFA, the Office of Instructional Technology recommends that the development and delivery of Web-based courses be approached to the following process.

Training and Initial Course Design Phase
Review and Development Phase
Delivery Phase
  1. Meet with your chair and dean and the director of distance education to formalize ownership and usage rights for Web-based electronic materials and to secure approval of the Course Design Plan. Submit the Intellectual Property License Agreement form to department chair and a copy to OIT.
  2. Complete all workshops required to become a Certified Online Instructor:
    • Fundamentals in Instructional Technology Series (FITS).
    • Blackboard(BLS)
      Workshops Series
      .
    • Web Course Design Community online course.

Course development with OIT is highly recommended.

  3. Recommended but not mandatory: offer the course as a Web-enhanced course (a regular face-to-face section assigned an 001-099 number and having minimal online enhancement) or a Hybrid course (a course that is a blend of online and face-to-face instruction in which at least 50% of the instruction is delievered online, or a course that is not yet approved as a fully developed Web-based course. Hybrid courses are assigned a 600-699 section number and generate a distance education fee).
  1. Fully develop the online course. A fully developed course will include content modules with consistent components such as an overview and objectives, introduction to the content, assessments, assignments, readings, activities, and planned interaction (as appropriate), as well as the syllabus and course timeline. Course navigation should be clearly described and all components fully developed.
  2. Schedule a review of the fully developed course with OIT before the deading for the upcoming registration period. Deadlines are October 1or March 1. The course will be reviewed by a committee consisting of the director of distance education, the distance education coordinator, the department chair, and the course designer.
  3. Ensure that your department enters the course into the Student Information System as a Webbased course with a 500-549 section number for the upcoming semester.
  4. If eligible for the out-of-state electronic fee, the department will follow the procedures outlined.

  1. Deliver the course as a fully-developed online course.
  2. Complete the compensation forms sent to you from OIT.
  3. Deliver the course completely on the Web.
  4. Have students complete evaluation of the Web-based course.
  5. Make revisions to the course based on student evaluation data.
